## 用途

本目录承接 **Skill 注册与实现状态层**，包括：
- Skill canonical 注册表 / 来源追踪
- source-of-truth map（skill 真源位置）
- mount / symlink / runtime implementation 状态登记

**不承接规则正文**：Skill canonical 命名与 alias 规则参见
`Universe/99_System/Governance/Rules/Universe_Skill_Naming_Rules_v0.2.md`（执行 Universe Blueprint v0.2 §6.1，2026-08-06 迁入）。

## 当前状态

- ✅ `Universe_Skill_Naming_Rules_v0.2.md` 已迁入 Governance/Rules/（Phase 2-D）
- ⏳ Runtime_Skill_Implementations：仍在 Nebula/99_System/skills/（候选池，需单独审查）
- ⏳ Skills-Registry.json：仍在 Nebula/99_System/（候选池）
